A ‘complete protein’ refers to a protein that contains all nine ‘essential’ amino acids (that is, those that cannot be produced naturally by the body and so must be consumed) in adequate amounts.
Of all of the amino acids, the nine that are considered essential in this form are histidine, isoleucine, leucine, lysine, methionine and cystine, phenylalanine and tyrosine, threonine, tryptophan and valine.

Although they contain all nine essential amino acids, they don’t contain enough of each to qualify.

It is only low on one acid: lysine, for which it contains 31mg/g, and needs 51mg/g.
